
The China Association of Bakery & Confectionery Industry (CABCI) is a national, industry-specific, non-profit social organization dedicated to the bakery and confectionery sectors and related fields.
1. Overview
The Association was established on December 18, 1993, with its registered office located at No. 22-B Fuwai Street, Xicheng District, Beijing. It is registered with the Ministry of Civil Affairs of the People’s Republic of China.
The Association has 21 specialized committees and currently has over 1,200–1,500 corporate and institutional members, covering the major backbone enterprises in China’s baked goods and confectionery industries. Members include manufacturers in the bread, pastry, biscuit, candy, chocolate, frozen desserts, convenience foods, dried fruits and candied fruits, and snack foods, as well as related food machinery manufacturers, research institutes, universities and colleges, raw material and auxiliary material trading companies, and local industry organizations. It is a national industry organization and a social organization with legal person status that spans regions and departments and is open to all forms of ownership.
2. Mission Statement
With the core mission of “pooling the industry’s strength, addressing industry matters, serving the industry, and promoting its development,” the Association acts as a bridge and link between members and government agencies. It assists government departments in managing the national baked goods and confectionery industry, safeguards the legitimate rights and interests of members as well as the overall interests of the industry, promotes the advancement of economic, technical, and management standards across the industry, and fosters the industry’s healthy and sustainable development.
3. Scope of Operations
The Association primarily carries out the following activities:
Policy and Industry Research:
Conducting research on major industry issues in accordance with the policies of the Party and the state; submitting recommendations to the government regarding reform, development, industrial policy, and legislation; and providing consulting services related to policies and regulations, intellectual property protection, and anti-dumping.
Participation in Standards and Planning:
Commissioned by government departments, the Association participates in the formulation of industry plans and programs, as well as in the development and revision of national and industry standards. It also contributes to the drafting of industry-related laws, regulations, and management measures. As of 2017, the Association has participated in the development and revision of nearly 100 relevant standards, including 14 national food safety standards such as the “Biscuits” standard.
Industry Services and Self-Regulation:
Conducting industry statistics and information dissemination, and maintaining the Association’s publications and website;
Promoting collaboration within and outside the industry, and coordinating issues related to production, operations, and technical cooperation among enterprises;
Organizing industry talent training, scientific research, and the commercialization of research outcomes;
Conducting industry-wide quality inspections, evaluations, and product certification; advancing the development of corporate integrity systems; formulating industry codes of conduct; and safeguarding fair competition within the industry.
International Exchange and Exhibition Activities:
Developing ties with relevant international organizations; representing the industry at international conferences and within international bodies; and engaging in domestic and international economic and technical cooperation and exchanges;
Host industry events such as the China International Bakery & Confectionery Exhibition, the China Mooncake Culture Festival, and the National Bakery Vocational Skills Competition. Among these, the China International Bakery & Confectionery Exhibition has become an international professional exhibition covering more than 100 countries and regions worldwide, while the National Bakery Vocational Skills Competition has been held for 18 consecutive sessions, having cultivated over 140 national technical experts and more than 360 industry technical experts to
